Conditions
- investment value of at least EUR 100,000
- retaining the ownership rights to the elements of the assets, to which the investment expenses were related for at least 5 years
- sustaining the newly created jobs, related to the tax exemption utilised, for the period of at least 5 years.
The investor chooses one of the tax exemption options (related to investment or employment costs).
Liability to the exemption from the income tax comes into force from the month in which the entrepreneur incurred investment or employment expenses, for as long as it gets to reach the regional assistance limit.
Sums related to each form of public assistance get added up (e.g. additional exemption from the local property tax).
Transport and Communication
The town is located in the direct vicinity of internationally significant roads: the A4 motorway (east-west), road No. 3 (north-south).
A construction and modernisation program for motorways A12 and A4 is under way. It is planned to invest in the construction of A3 motorway (Szczecin-Prague).
Z³otoryja is not far from airports in Legnica (17km) and Wroc³aw (82km).
One of the investment priorities in the region of Lower Silesia (Dolny ¦l±sk) in the area of transport - apart from the motorway construction and modernisation - is the "ODRA 2006" Programme, consisting in the tidying up and regulating the water economy of the Odra river catchment area.
Telecommunication
The town possesses modern electronic telephone switchboards, complete with the optical fibre networks. There are two cable telephone operators (TP S.A. and Dialog - at the investment stage), and a few cellular telephone networks. The town also enjoying the ever improving access to the quick data transmission: the internet. Additionally, ISDN and SDI services are available as well.
Water and Environmental Protection
Z³otoryja has solved its sewage problems. The town possesses a modern sewage treatment plant (at present, the mechanical and biological plant, constructed in the years 1991-1994, processes 5,800m3, but it is capable of processing 14,500m3 daily). There is an inter-borough agreement regulating the disposal of solid waste to a dumping ground located 11 km away from the town.
Drinking water intakes are used in 40% of their capacity. Nearly half of the drinking water available in the town is qualified as mineral waters.
Z³otoryja is supplied with water by Regional Municipal Company Ltd., which draws its water from the deep wells in Jerzmanice Zdrój. The water deposits come from the Upper and Lower Cretaceous geological period, and they do not require any further processing in order to conform with the sanitary requirements for the drinking water.
Housing
In the town, there are approx. 5300 flats of the average area of 54m2. In 322 council buildings there are 2832 flats, and the housing co-operative possesses 41 buildings, with 1333 flats. Individual housing construction is of special importance in Z³otoryja. The town development plans provide for the localisation of detached housing construction on the town's outskirts, among others, in the so-called Green Hills.

Z³otoryja possesses a well developed system of green areas. The most important elements of this system include municipal woods covering the overall area of 10.7 ha, the former Municipal Park (11.36 ha of forested area), and green squares (approx. 7 ha). The squares within the town perform a recreational and relaxation function. Some of the largest ones are located around the town centre.
Education and Staff Development
The town possesses two secondary schools:
Comprehensive Secondary School (Liceum Ogólnokszta³c±ce), with classes of the following profiles: general, biology and chemistry, and information technology. The school runs intensive programmes for teaching foreign languages: English and German, as well as a two-language class programme, with German.
Vocational School (Zespó³ Szkó³ Zawodowych) includes a secondary technical school for mechanics, economics, commerce, as well as telecommunication, agro-business and civil defence profiles .
In the town, there are also public and private institutions - three gymnasiums, four primary schools, two kindergartens and a nursery school.
Lower Silesian Centre for Professional Improvement (Dolno¶l±ski Zak³ad Doskonalenia Zawodowego) and the Z³otoryja Centre for Professional Improvement (Z³otoryjski Zak³ad Doskonalenia Zawodowego) - run training, re-qualification, as well as vocational training schemes for the youth and adults, depending on the demands from the labour market.
Town's Development Strategy
The town's mission has been defined as:
HARMONIOUS SOCIAL AND ECONOMIC DEVELOPMENT OF THE TOWN, ENABLING THE GROWTH OF THE INHABITANTS' LEVEL OF LIVING.
The town authorities implement this mission through the following actions:

Technical Infrastructure
Z³otoryja possesses full technical infrastructure (gas supply, sewage system, water supply and electricity) within the municipal area in 90%.
Lower Silesian Regional Gas Works in Wroc³aw - Z³otoryja supplies gas GZ-50. The gas supply network reaches approx. 90% of the housing substance in the town.
Electric Works Legnica plc is the electricity supplier. It utilises an over-ground line of the 110kW power.
Investments in the area of creating and renovating elements of the town's technical infrastructure are carried out to satisfy the current needs, and they are among Z³otoryja authorities' priorities.
Property for sale, including that of the LSSE Special Economic Zone, as well as municipal grounds for utilisation, are all supplied with the basic technical infrastructure.

Z£OTORYJA
Z³otoryja is situated in the Lower Silesia Provice and is the capital of Z³otoryja County. The town has a good location as far as communication routes are concerned. It is situated in the neighbourhood of the A4 motorway connecting the European Union with eastern markets, and in close proximity of Nr 3 state road, which is going in the future to be paralleled by the new A3 motorway connecting Scandinavia with southern Europe. Good flight connections are available at Wroc³aw International Airport, 85 km from Z³otoryja.
Z³otoryja count 17 000 inhabitants and covers the area of 11.5 km2. The town is situated on the border of two geographical regions - the Silesian Valley and the Sudety Mountains. South of the town extends the picturesque Kaczawa Plateau, the northernmost part of the Sudety. The town developed on the sttp, southern bank of the Kaczawa River, which is the reason why the difference in the level between the lowest and highest points in the town is over 80 metres. The location has its influence on the local climate. It is relatively servere, Though milder than Kaczawa Plateau climate. Average temperatures are 7 - 8 °C. In winter temperatures below zero can last for 12 - 14 days.
Among the rivers the most important is the Kaczawa River, the Odra River tributary, running in a dee[p valley through the middle of the town. Interesting water basins, especially from the point of view of recreation, are "Oczko", "Zielone Oczko" and "Zalew Z³otoryjski".
Z³otoryja's surroundings are created by mixed forest, mostly deciduous. In the town itself woodland area covers 44 ha, which makes 3.8% of the total town area. The town and its surroundings represent highly ecologically clean environment. It can be seen in the small amount of air or water pollution, the proof of which are trouts living in the river. The natural advantages of the town are additionally increased by the adjacent "Che³my" Landscape Park.
As for its tourist attractions Z³otoryja has no competition in Lower Silesia. Regarding the beauty of its southern part, only Jelenia Góra with the neighbouring ranges of the Sudety can stand comparison.
A major advantage of the town are its historical monuments. There are 300 of them in town. The most important are: The Smith's Tower, the Church of the Birth of St. Mary, the Church of St. Hedwig and the post-Franciscan monastery, a pillar chapel, the complex of the historical houses in the Old Town Square, fortification walls, the Dolphin's Fountain and the Town Hall. The basis of the cultural life in town is Z³otoryja Centre of Culture, which offers various artistic activities: dancing, modelling work, theatre groups; it also organizes the popular here festivals. Included in the structure of the centre is the Aurum cinema and the Museum of Gold exhibiting the traditional mining artefacts, panning equipment as well as remarkable collection of minerals found in Lower Silesia. The traditions of gold mining are also present in the Gold Mine "Aurelia" and, first of all, during the panning chamionships.
The inhabitants of Z³otoryja can enjoy the rich cultural life of the town and also participate in it themselves in various organizations. There are: the Polisch Brotherhood of Gold Diggers, Z³otoryja Region Lovers Association, Z³otoryja Mining Traditions Society, Teachers Choir "Bacalarus" and many others.
